Release 1.11.5 · Clearer chat tool failures, execution explanations, and webhook recovery

Org-wide chat now fails fast with a clear message when tools cannot load or member authorization fails, instead of leaving a stuck generation. Control plane runs return richer explanations when no steps can be planned or when test runs only produce skipped or policy-blocked steps. Deleted webhook endpoints appear in the org bin for restore or purge, and search can surface them. Directive editors get guided selects for issue bonus options and currency.
